| Abstract: The purpose of this memorandum is to outline what the federal operating permits program (40 CFR part 71) requires of the EPA Regional Offices and sources when a permitting authority's interim approval granted under 40 CFR part 70 expires prior to EPA granting the program full approval. This memo discusses when EPA must initiate a part 71 program following expiration of a part 70 program and what steps the relevant Regional Office should take to notify the public of the part 71 program. This memo also explains the obligation of sources upon the effective date of the part 71 program. |
