Abstract:
This memorandum responds to questions posed by Judith Katz, Director, Air Protection Division, EPA Region III regarding EPA's interpretation of the definition of "fugitive emissions" contained in the title V regulations (40 CFR parts 70 and 71). Specifically, this memorandum clarifies how this definition applies to the emissions of volatile organic compounds (VOC) from the printing industry, whiskey warehouses, paint manufacturing facilities, and other similar sources for the purposes of determining major source applicability under title V.
