| Abstract: Guidance from John Seitz of EPA's Office of Air Quality Planning & Standards to EPA Regions clarifying methodology for calculating potential to emit (PTE) for batch chemical production operations. Provides detailed guidance in the two attachments in light of inherent physical limitations on such sources' PTE arising from the inability of a source to use a given operation unit for the production of more than one product at a time. Attachment 1 contains a discussion of the batch chemical industry and the steps for determining a source's PTE. Attachment 2 is a document prepared by the Synthetic Organic Chemical Manufacturers Association (SOCMA) which provides a methodology for calculating PTE and determining major source applicability. EPA approves the SOCMA methodology so long as the methodology incorporates an appropriate list of products and raw materials. (23 pages) |
