The National Planning, Measures, and Analysis Staff (NPMAS) oversees the Office of Enforcement and Compliance Assurance's strategic planning activities, and the development of measures and performance analyses in support of strategic planning and program management efforts. NPMAS is responsible for:
Strategic Planning
- Prepares OECA's GPRA Annual Performance Plan, which includes setting annual performance goals and measures
- Manages the process for developing and selecting national enforcement and compliance priorities
- Manages the process for developing OECA's National Program Guidance, including Core Program and National Priority Guidance
- Manages the OECA State and Tribal Assistance Grant (STAG) program
Performance Analysis
- Conducts in-depth performance analyses to evaluate performance of specific program components, and develops recommendations for improving program performance
- Completes the annual OMB PART review of the Civil Enforcement Program
- Assists with the development of regional and state accountability tools
- Conducts ad hoc analyses to support program management activities
Measurement
- Develops Statistically Valid Noncompliance Rates
- Develops outcome measures for new areas (e.g., prevention measures)
- Expands and improves outcome measurement through the Case Conclusion Data Sheet and similar tools
- Improves state measurement capabilities through capacity building activities
