As part of EPA's Office of Enforcement and Compliance Assurance (OECA), the Federal Facilities Enforcement Office (FFEO) is responsible for ensuring that federal facilities take all necessary actions to prevent, control and abate environmental pollution. Federal Facilities Program Managers in all of the Regions assist FFEO in attaining those responsibilities. Major FFEO functions include:

FFEO is divided into two groups: the Site Remediation and Enforcement Staff (SRES) and the Planning, Prevention and Compliance Program Staff (PPCS). Together, these groups develop national policy and guidance to address the broad range of enforcement and compliance issues confronting federal facilities.

The Site Remediation and Enforcement Staff works with EPA Regional offices, other EPA headquarters offices, state regulators and federal agencies to facilitate compliance through enforcement under all environmental statutes and cleanup at federal facilities.

Specific program responsibilities affect every aspect of federal facility enforcement, from planning to implementation. For example, we review proposed federal legislation and develop EPA positions on appropriate federal responsibilities under such legislation. We are also involved in developing federal facility enforcement strategies and in preparing guidance to assist regions in their implementation. Finally, we are directly involved in enforcement negotiations, including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) interagency agreements, administrative penalty and/or compliance orders, and in litigation and enforcement support at federal facilities.

The Planning, Prevention, and Compliance Staff is responsible for initiatives to prevent noncompliance at federal facilities and overseeing compliance assistance and targeting activities.

We track and evaluate compliance at federal facilities to identify high priority compliance issues and develop proactive multi-media measures to prevent pollution and reduce future noncompliance at federal facilities. We work on enforcement and inspection targeting at federal facilities and coordinate FFEO's involvement in interagency pollution, prevention and compliance assistance task forces and working groups. We track compliance at federal facilities with environmental laws, regulations, and Executive Orders; promote pollution prevention, multi-media enforcement, compliance, and environmental justice activities at federal facilities; and encourage the use of innovative technologies to attain pollution prevention, compliance, and cleanup goals.
