Proposed NPDES Electronic Rule
On July 30, 2013 the Proposed NPDES electronic reporting rule was published in the Federal Register. This rule moves the NPDES program into the 21st Century, shifting from paper to electronic reporting of monitoring and other information.
The information that EPA uses to manage and assess performance of the Agency's enforcement and compliance assurance program is stored in several national data systems. These systems were built to support specific environmental statutes. In general, EPA regions or states input data into the systems.
Enforcement and Compliance History Online (ECHO) or Envirofacts provide the easiest access for the public. Public access to some of the systems listed below may be restricted. Air Data Systems
The EPA, with state and local government agencies delegated authority to implement the Clean Air Act stationary source compliance and enforcement program, utilize the Air Facility System (AFS) to track compliance and enforcement activities for stationary sources regulated under the Clean Air Act.
The Applicability Determination Index contains written responses to source owners or operators who need to know whether certain intended actions constitute the commencement of construction, reconstruction, or modification to the New Source Performance Standards (NSPS) in 40 CFR Parts 60 and the National Emission Standards for Hazardous Air Pollutants (NESHAP) in 40 CFR Parts 61 and 63, under the Clean Air Act.
Hazardous Waste Data
The hazardous waste data can be accessed through these data systems:
RCRAInfo provides access to data supporting the Resource Conservation and Recovery Act (RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA) of 1984.
The Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS), or Superfund, database contains general information on sites across the nation and US territories including location, status, contaminants and actions taken. Find information on sites being assessed under the Superfund Program, hazardous waste sites and potential hazardous waste sites, from CERCLIS.
Envirofacts provides public access to data from several EPA data systems. Users can develop on-line queries, create reports and map results.
Integrated Compliance Information System
The Integrated Compliance Information System (ICIS) integrates data on all federal enforcement and compliance assurance data. The system is a secure system only available to EPA and state users. The public may access the non-sensitive portion of this data by using Enforcement and Compliance History Online (ECHO). In June 2006, EPA released an enhanced version of ICIS that includes functions of the Permit Compliance System (PCS), creating two components:
The Federal Enforcement and Compliance (FE&C) component that supports all of EPA's Civil Enforcement and Compliance program activities. These activities include Compliance Assistance, Compliance Monitoring and Enforcement.
- ICIS National Pollutant Discharge Elimination System (ICIS-NPDES) which provides state users with the capability to support all state NPDES programs by tracking NPDES permits, limits, discharge monitoring data and other program reports.

Enforcement and Compliance History Online (ECHO) is a Web-based tool that provides the public with compliance, permit and demographic data for approximately 800,000 facilities.
The Online Tracking Information System (OTIS) is a collection of search engines that enables EPA staff, state/local/tribal governments and federal agencies to access a wide range of data relating to enforcement and compliance. (Please note that this site is for state and federal use.)
Toxics/Pesticides Data Systems
Toxics/Pesticides Data Systems utilize two databases:
The National Compliance Data Base System (NCDB) tracks compliance and enforcement activity under the Pesticides and Toxic Substances program at a national level.
Section 7 Tracking System (SSTS), a module within the Pesticide Registration Information System (PRISM), tracks pesticide producing establishments and the amount of pesticides they produce.
Water Data Systems
Water Data Systems consist of two primary data bases:
The Permit Compliance System (PCS) tracks National Pollutant Discharge Elimination System (NPDES) program permit issuance, permit limits, self monitoring data and enforcement, and inspection activity for facilities regulated under the CWA. Most of the states are now supported by the ICIS-NPDES system rather than PCS.
The Safe Drinking Water Information System/Federal (SDWIS/FED) includes inventory, compliance and enforcement information on the nation's 170,000 public water systems.
