Implementation Status at Reporting EPA Facilities
Responsibility for coordinating EMS implementation at EPA facilities was assigned to the Safety, Health, and Environmental Management Division (SHEMD) within the Office of Administration and Resource Management. SHEMD provides support to all EPA offices and laboratories in the areas of safety, health, and environmental management, and works closely with EPA's Facilities Management and Services Division (FMSD), which provides facility support services. Together, these two organizations are involved in many of the activities that influence the environmental performance of EPA facilities, including facility design and renovation, safety and health needs evaluation, energy procurement, environmental compliance, and recycling.
In response to E.O. 13148 mandates to implement EMS at all appropriate facilities by December 31, 2005, EPA launched an aggressive campaign to reach 32 EPA sites. EPA succeeded in implementing EMS at all of its major offices and laboratories by the deadline—an accomplishment that only 15 percent of the federal sector was able to achieve. To support this, EPA created a 12-step EMS implementation framework.

In addition to the 32 sites listed above, EPA is pursuing additional sites where EMS programs can be implemented. Currently, EPA is working with the National Enforcement Investigations Center in Lakewood, Colorado, the Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, and the Stennis Space Center in Bay St. Louis, Mississippi.
