Three levels of priority for managing nonpoint sources of nitrogen. Within Level 1, the highest priority sub-drainage basins are shown in black and include all of the portions of Westchester, Suffolk and Nassau Counties and New York City that lie within the sound's drainage area and the densely populated portions of Fairfield and New Haven Counties.
