The UEP has developed a model for community involvement called the UEP Community Development Pyramid. The model outlines the goals, strategy and infrastructure to be developed in a target city. It relies on the following path to build local capacity and infrastructure to solve urban environment and public health problems:

The UEP activities have reached Phase V of the Community Development Pyramid. Many of the partnerships once supported substantially by the UEP have expanded their role and have gone well beyond their original local scope to service the entire city or state through effective partnerships. For example, ACE coordinates a citywide effort for the Greater Boston Environmental Justice Network which joins numerous community based environmental efforts in sharing information, political support and strategic planning. The Food Project now has its own 21 acre farm in Lincoln, 2.5 acres of land in boston on two sites in the DSNI area, works with 100 young people, 14 staff and an annual budget of $1.4 million. The Greater Boston Urban Resources Partnership is working on a transition to increase its capacity over the next year to service the needs of urban citizens across Massachusetts. Goals for FY 2001 build upon past efforts and accomplishments by the UEP and our partners towards our goals of creating effective projects, long-term partnerships, and measurement tools that will ensure better, clearer and safer neighborhoods for future generations.
