MOVES (Motor Vehicle Emission Simulator)

EPA's Office of Transportation and Air Quality (OTAQ) has developed the MOtor Vehicle Emission Simulator (MOVES). This new emission modeling system estimates emissions for mobile sources covering a broad range of pollutants and allows multiple scale analysis. MOVES currently estimates emissions from cars, trucks & motorcycles. We plan to add the capability to model non-highway mobile sources in future releases.

MOVES2014 will be a major update to EPA’s official model for estimating emissions from on-road mobile sources. It will include the benefits of the Tier 3 rule, as well as the impacts of other rulemakings promulgated since the last MOVES release, new emissions data, and new features that users have requested. We are working on a release of MOVES2014 as soon as possible. At the same time, we want to ensure that MOVES2014 operates properly over the full range of different use cases, and that the transition to MOVES2014 is as smooth as possible. Based on our most recent testing of the model, we now anticipate the release of the final version of MOVES2014 sometime in July, 2014. In the meantime, MOVES2010b remains the latest approved version of the model.

MOVES2010b. MOVES2010b is the latest version of MOVES and incorporates new features and a number of performance improvements compared to previous versions. Unless substantial work with MOVES2010 and/or MOVES2010a has been done, modelers should use MOVES2010b and take advantage of the improvements incorporated in this version. The version of MOVES2010b that can be downloaded here includes an updated version of the MOVES default database (dated 10/30/2012) that corrects an error in the 4/10/2012 database that was originally included with MOVES2010b. We recommend that users who have previously downloaded MOVES2010b, install this new version. See the MOVES2010b Q&A document below for more details about the new database.

Downloading MOVES2010b

  • Download MOVES2010bInstallationSuite (ZIP) (936MB, revised January 2013) Includes everything needed to install MOVES2010b: readme.txt, executable file for the MOVES software, default database, and the User Guide. This Installation Suite installs the updated 10/30/2012 version of the MOVES default database. After downloading and unzipping the ZIP file, double-click "Setup.exe" icon to install MOVES2010b.
