The Environmental Protection Agency (EPA) engaged the National Academy of Sciences (NAS), the Office of Management and Budget (OMB), and other agencies in a study to determine how best to measure the efficiency of research programs. NAS issued their report
on January 31st, which includes recommendations for conducting research evaluations, measuring research efficiency, and changing OMB's PART process.
EPA and OMB are sponsoring a panel on April 10, 2008 to discuss the NAS findings and recommendations. The panel will discuss how and to what extent agencies could incorporate intermediate outcomes in their annual and strategic plans, conduct independent expert panel reviews that incorporate assessments of "investment efficiency," and develop meaningful "process efficiency" measures. Other participating agencies include the Department of Energy, the National Science Foundation, the National Institute of Health, the National Aeronautics and Space Administration, and the National Institute for Occupational Safety and Health.
