RBDM National Training Initiative And The Partnership In RBCA Implementation
In 1994, EPA's Office of Underground Storage Tanks (OUST) worked with the American Society for Testing and Materials (ASTM) and the American Petroleum Institute to develop and deliver training on risk-based decision-making (RBDM). ASTM developed a RBDM standard, called risk-based corrective action (RBCA), to use for cleanups at petroleum release sites. Also, OUST formed a public-private partnership called the Partnership In RBCA Implementation (PIRI) to aide in the delivery of ASTM's RBCA training to state programs. Through PIRI and a cooperative agreement with ASTM, OUST provided RBCA process training to 49 states and U.S. territories by July 1, 1998.
Since the cooperative agreement between ASTM and OUST ended in July 1998, PIRI has focused on supporting states' programs in implementing RBDM.
