Description
This funding opportunity solicits proposals from eligible applicants which are for unique and innovative projects that address water and wastewater infrastructure financing innovations, training, and environmental results; water and wastewater infrastructure treatment, practices, efficiencies, and training; emerging pollutants of concern; watershed permitting and trading; storm water programs; municipal wet weather programs; concentrated animal feeding operations (CAFO); National Pollutant Discharge Elimination System (NPDES) program permitting for environmental results; cooling water intake structures; youth and the environment; decentralized wastewater treatment systems (septics); and monitoring and assessment for environmental results. Grants awarded under this RFP may involve geospatial information.

Who is eligible for an award under this program?
Eligibility is established in Section 104 (b)(3) of the Clean Water Act. Eligible recipients are
State water pollution control agencies, interstate agencies, other public or nonprofit private
agencies, institutions, organizations, and individuals. For profit companies are not eligible
for these agreements.
What type projects were selected in FY 2004?

How many IPs were submitted in FY 2004 and how many were asked to submit a full application?
Almost 300 IPs were selected and the sponsors of 31 of the IPs were asked to submit full applications.
What were some of the reasons that projects were not selected?
- The IP may have addressed very real problems without addressing the criteria in the Notice; e.g., the project did not address a nationally important need, issue or interest or there was no plan to transfer results of the project to other potentially interested parties.
- The project appeared to be a construction project that was not consistent with the Notice which noted that projects should be for "research, investigations, experiments, training, demonstrations, surveys and studies".
- Projects were submitted by "for profit" firms that are not eligible for these awards.
Can I submit more than one proposal?
Yes, more than one proposal may be submitted for consideration. Multiple submissions does
not increase the odds of selection.
Can the project be for more than one year? How would a multi-year project be funded?
Projects can be for more than one year but rarely more than three. Multi-year projects
selected in FY 2005 are most likely to be funded in one lump sump because there no current
expectation of funds being available beyond FY 2005.
