Federal Procurement

This regulation implements section 613 of the Clean Air Act. It requires each federal department, agency, and instrumentality to conform its procurement regulations to the policies and requirements of Title VI of the Clean Air Act and to maximize the substitution of safe alternatives for ozone-depleting substances found acceptable under the Significant New Alternatives Policy (SNAP) Program. In addition, each department, agency, or instrumentality must certify to the Office of Management and Budget (OMB) that procurement regulations have been modified appropriately.
