Site Description

The LaGrand Sanitary Landfill is located in a rural setting in west-central Douglas County, Minnesota, approximately five miles west of the town of Alexandria and three miles south of the town of Garfield.  The site property covers 70 acres and the landfill occupies approximately five acres in the northwest portion of the site.  The landfill operated from 1974 to 1984 as a sanitary landfill and accepted mixed municipal solid waste and nonhazardous industrial waste.  Groundwater beneath the landfill flows to the south.  The nearest residence is located approximately 1,200 feet from the site and its well is not impacted by the landfill. 

Site Responsibility

This site was addressed through State actions and is currently operated and maintained by the Minnesota Pollution Control Agency(MPCA)'s Closed Landfill Program.

Threats and Contaminants

The landfill contains mixed municipal and nonhazardous industrial wastes which must be properly contained to prevent exposure.  Groundwater contaminants include low levels of arsenic and barium. Levels of all groundwater contaminants are below drinking water standards.  There are several small wetlands in the vicinity of the landfill, but studies indicated that they were not impacted by contaminants released from the landfill. 

Cleanup Progress

In 1987, MPCA issued a Request for Response Action to a number of potentially responsible parties (PRPs) to perform a remedial investigation and feasibility study (RI/FS) at the site.  Following a determination that actions would not be taken in the time and manner requested, MPCA conducted the RI/FS.  Results showed minimal contamination in surface water, soil and air, but potentially unacceptable levels of contaminants in groundwater.  In 1992, MPCA and EPA issued a Record of Decision (ROD) that selected a remedy including long-term monitoring of groundwater, monitoring and venting of landfill gas; abandonment of an on-site water well; slope stabilization of the landfill and borrow-pit area; landfill cover maintenance, and placement of institutional controls on future land use. Construction for these tasks was completed in 1993.

Operation and Maintenance of the closed landfill is conducted by MPCA under the Closed Landfill Program.  Groundwater is monitored by a system of 10 monitoring wells and a nearby residential well. Results show that groundwater quality has improved further since the cover was installed and that residential wells are not affected.  The site was deleted from the National Priorities List (NPL) on October 23, 1997.  Since that time, MPCA has instituted a number of landfill upgrades, including a new multi-layer landfill cap (in 2006) and an improved the storm water management system. In addition, MPCA has constructed 11 landfill gas vents and one 75-foot horizontal gas vent.  MPCA monitors groundwater and landfill gas regularly. The most recent Five-Year Review, in 2013, concluded that ongoing operation by MPCA continues to provide assurance that the remedy is functioning as intended and the site remedy is protective.    

Property Reuse

In 2008, MPCA transferred a 2.76-acre portion of the site property to Runestone Electric for operation of an electric substation.  In 2009, MPCA granted an easement to Great River Energy to construct and operate an electris transmission line across another portion of the property.  A driveway easement also exists on the property. In 2013, MPCA developed a Closed Landfilll Use Plan for the property and transmitted it to Douglas County. The plan outlines MPCA's current use of the property as a closed landfill and a potential added future use as a solar farm.
