State & Tribal Water Quality Standards Programs
State environmental agencies have the primary responsibility for developing water quality standards and using these standards as they monitor and assess surface waters to determine impairment and to set effluent limits for waste water discharge. Below is a brief description of Region 5 state water quality standards programs and links to other state WQS information and agencies involved in state water quality.
The following Tribes in Region 5 have received authorization for a WQS program and have received EPA approval of their WQS, applicable to all areas within Reservation boundaries (view map of approximate locations of Tribes with approved WQS programs):
- Fond du Lac Band of the Minnesota
Chippewa Tribe

Illinois
The Water Quality Standards program in Illinois is managed by the Illinois Environmental Protection Agency (IEPA). The Illinois Pollution Control Board is responsible for adopting Illinois' environmental regulations and deciding contested environmental cases. Other State agencies, such as Illinois Department of Natural Resources, Illinois Natural History Survey, and Illinois Department of Public Health, at times work with IEPA on standards issues.
