Pollution Prevention Act of 1990 signed into law in November, 1990 establishes pollution prevention as national policy in the United States by declaring that pollution should be prevented or reduced at the source wherever feasible, while pollution that cannot be prevented should be recycled in an environmentally safe manner. In the absence of feasible prevention or recycling opportunities, pollution should be treated: disposal or other release into the environment should be used as a last resort.

EPA Policy Statement: New Directions for Environmental Protection - In 1993, EPA Administrator Carol Browner, issued a policy statement to all Agency personnel which identified prevention as the "guiding principle" and new environmental ethic for all EPA's programs, and described seven themes which capture the variety of pollution prevention activities in the Agency.
