The National Environmental Policy Act (NEPA) requires that federal agencies' funding or permitting decisions be made with full consideration of the impact to the natural and human environment. It further requires agencies to disclose these impacts to interested parties and the general public. The central element in the environmental review process is a rigorous evaluation of alternatives including the "no action" alternative. EPA Region 4's NEPA Office has three important roles in the NEPA process. These responsibilities include providing environmental reviews and comments on major federal actions prepared by other federal agencies, cooperating and participating directly in the lead agencies NEPA process on EPA regulatory issues and complying with NEPA on federal actions led by EPA in the Regions eight state area.
