*The following is a Summary of the discussion of the April 24, 2002 Advisory Council meeting. It is not meant to serve as a transcript of the proceedings*
The 32nd meeting of the Maple Park and Victory Heights Advisory Council for the Dutch Boy site and the Former West Pullman Works site, formerly known as International Harvester, was held at the Edward White Elementary School, 1130 South 122nd Street on April 24, 2002 from 7-9p.m. A synopsis of the meeting follows:

I. Welcome and Introductions
Mark Britton of the Illinois Environmental Protection Agency facilitated the meeting. Welcomes and introductions were made.
II. Review of meeting summary
Mrs. Dannese Flennoy gave the report on the August 24, 2002 public meeting. Felt that the meeting was a success. It was good to have the people who were actually doing the work at the meeting as well as the Department of Health. She felt that the meeting was well attended by the community as well as the Community Leaders.
Residence had good questions about neighbors who would not sign the access agreements. What could U.S. EPA do to help them get these agreements?
It also was good to have Ms. Anne Evens from the Department of Health at the meeting to give a presentation on Lead and the effects of lead on children.
Mrs. Flennoy has gotten more access agreements from the residents since the public meeting.
IV. Dutch Boy Update
Janet Pope of the U.S. EPA explained the materials she brought to the meeting tonight:
- Lead Contamination Fact Sheets - She stated that she would bring materials regarding lead every time to inform the community how dangerous this contaminant is to the community especially the children.
- She also informed the council that October is considered as children's health month, and provided children health calendars.
- She also asked that everyone sign-in so that we may update our mailing list, and this way we could make sure everybody was getting the information.
Brad Bradley:
The clean-up has been going on for about 2 weeks now. The clean up includes
dust control, restoration of yards, and also Brad checking the work of
the contractors.
The biggest job we still have ahead of us is getting the access agreements from people who have not signed up yet. (possibly 100 agreements). We have to get these people signed up at least to be sampled. Brad and Janet will be picking up the access agreements now. Also the people who are now just getting sampled will get results from sampling.
There will be a meeting between U.S. EPA, N.L Industries, and the City of Chicago on Friday regarding the work on-site.
The deadline for access agreements has not been set. We will send letters to residents that yards need sampling. November 1st will not be the deadline because you can test soil all year. When the deadline is set the Council and the Community will be notified.
We do have yards on Union & Emerald Streets that are cleaned up. Brad then asked for comments from residents that were in attendance who yards had been clean.
Comment #1: U.S.EPA does work with you. Is satisfied with restoration of yard.
Comment #2: The new clean-up team that has been assigned is sloppy (they leave materials in yards, not as good or as friendly as the first team.
Brad then again gave the boundaries for the Dutch Boy residential cleanup

If you had your home tested in July 2002 and did not receive your results, please call Brad Bradley at (312) 886-4742 for the results.
An Entact representative stated that of the six homes tested 5 results back in. The contractor is now getting in touch with those residence to give them the results. The last sample is coming.
V. Former West Pullman Works Update
Gail Walker:
Gail Walker presented the project update for the Former West Pullman Works site. She explained that the status of the site activities had not changed significantly in the time since the August meeting. Martin Hamper and the project team continue working with the Illinois EPA to finalize the details of additional investigative work that will be conducted at the site. The Work Plan that is being prepared by ARCADIS is on schedule to be submitted to the Illinois EPA by the end of October. As was noted in the previous meeting, the project has narrowed down to just a few areas in need of additional investigation. Approximately 30 borings will be included in this effort. The bore samples will be analyzed for contaminants. The appropriate list of contaminants for which the samples will be tested is being determined. This effort marks the start of last investigative work to define the impacts on the site.
A council member asked when a project newsletter would be issued again. Ms. Walker explained that newsletters are issued at project milestones and that a newsletter will be issued as soon as the next milestone is achieved.
VI. Chicago Department of Environment Update
Renante Marante:
Former Church Property:
City received a comprehensive NFR letter for the property based on an industrial/commercial
end use. Receipt of the NFR will facilitate the transfer of the property
to a private party for redevelopment. The City intends to convey ownership
of the property to Quality Croutons, a maker of bread products for fast food
and other food service suppliers.
Amforge:
The City submitted its response to IEPA's second round comments of
the City's risk assessment report. IEPA had requested that the City
perform additional statistical analysis of the site data to show correlation
of PNA concentrations between the top six inches of site soil and the top
three feet. The City believes it has addressed IEPA's concerns and
is requesting approval of the assessment.
VII. Next meeting date
The next meeting will be at 7:00pm on Wednesday, November 20, 2002, at the Edward White Elementary School 1130 West 122nd Street, Chicago, IL
