A hard copy of the application must be received by 5pm Eastern Standard Time on July 17, 2009. Electronic submittals and faxes will not be accepted. A postmark by July 17, 2009 is not sufficient. Use of courier or overnight delivery services is encouraged to ensure that applications arrive by the deadline.
