FY 2009 National Wetland Program Development Grants
The Wetland Program Development Grant (WPDG) Program, initiated in FY 1990, provides applicants an opportunity to carry out projects to develop and refine comprehensive wetland programs. The U.S. Environmental Protection Agency (EPA) is soliciting proposals from eligible applicants for projects that support and build state/tribal/local government wetland programs. All projects submitted for this competition must involve two or more states and/or tribes and/or benefit two or move states and/or tribes or be nationwide in scope. Proposals submitted by applicants must address one or more of the following five National Priority Areas of the WPDG Program: 1) State/Tribal Technical and Meeting Support; 2) Regulation; 3) Monitoring and Assessment; 4) Voluntary Restoration/Protection; and 5) Water Quality Standards for Wetlands. The authority for the grant program is Section 104(b)(3) of the Clean Water Act (CWA) which restricts the use of these grant funds to improving wetland programs by conducting or promoting the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. Implementation projects are not eligible for funding under this announcement.

Climate Showcase Communities
The Fiscal Year 2009 Appropriations Bill authorized EPA to administer a $10 million competitive grant program to assist local and tribal governments in establishing and implementing climate change initiatives. The overall goal of the Climate Showcase Communities grant program is to create replicable models of sustainable community action that generate cost-effective and persistent greenhouse gas reductions while improving the environmental, economic, public health, or social conditions in a community. Joint US – UK Research Program: Environmental Behavior, Bioavailability and Effects of Manufactured Nanomaterials
The U.S. Environmental Protection Agency (US EPA), as part of its Science to Achieve Results (STAR) program, in conjunction with the UK Environmental Nanoscience Initiative (UKENI) [a collaborative initiative funded by the UK Natural Environment Research Council (NERC); the UK Engineering and Physical Sciences Research Council (EPSRC); the UK Government Department of Environment, Food and Rural Affairs (DEFRA); and the Environment Agency of England and Wales)], is seeking joint applications from US and UK partners that: propose integrated model(s) of fate, behavior, bioavailability and effects for several important and representative nanomaterial classes over key environmental pathways using intrinsic material properties and life cycle analysis as a starting point for model development; validate and refine these model(s) through interdisciplinary research, addressing key assumptions and areas of uncertainty; and develop effective methods and tools to detect, assess, and monitor the presence of nanomaterials in biological and environmental samples. Exploring Linkages Between Health Outcomes and Environmental Hazards, Exposures, and Interventions for Public Health Tracking and Risk Management
EPA, as part of its Science to Achieve Results (STAR) program, is seeking applications to develop new or improved environmental public health indicators to build linkages between environmental hazards, human exposures, and public health outcomes. The aim of the research is to develop indicators that can be used for long-term tracking and surveillance of environmental public health, making better informed decisions, and assessing the actual impacts of environmental risk management decisions. Advancing Public Health Protection through Water Infrastructure Sustainability
EPA, as part of its Science to Achieve Results (STAR) program, is seeking new and innovative research applications that link opportunities to advance public health protection with improvements in the condition and function of the water infrastructure. For purposes of this RFA, the water infrastructure includes centralized and decentralized systems that convey, store, and distribute potable and non-potable water and collect and manage municipal and industrial wastewater, stormwater, and on-site rainwater. Innovation can take the form of wholly new applications or applications that build on existing knowledge and approaches for new uses. The focus of the solicitation is on improving the effectiveness of the water infrastructure for protecting public health. Projects should clearly demonstrate an integrated, multi-disciplinary approach that leads to advances in design, operation, and management of the water infrastructure and should directly tie those advances to public health protection in conjunction with improving water efficiency and reducing energy requirements.

Clean Air Research Centers
The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications for Clean Air Research Centers. EPA is interested in supporting research on the health effects of exposure to particulate matter (PM), ozone, and other air pollutants, both singly and in multipollutant atmospheres. Priority research areas include: explaining regional and temporal differences in air pollution risk; determining the origins and transformations of multipollutant atmospheres and their constituents; defining exposure/concentration-response relationships; assessing susceptibility; understanding PM effects in a multipollutant context; and developing greater understanding of PM and ozone health effects.
