8th Annual P3 Awards: A National Student Design Competition for Sustainability Focusing on People, Prosperity and the Planet
EPA, as part of the P3 Award Program, is seeking applications proposing to research, develop, and design solutions to real world challenges involving the overall sustainability of human society. The P3 competition highlights the use of scientific principles in creating innovative projects focused on sustainability. The P3 Awards program was developed to foster progress toward sustainability by achieving the mutual goals of economic prosperity, protection of the planet, and improved quality of life for its people-- people, prosperity, and the planet – the three pillars of sustainability. The EPA offers the P3 competition in order to respond to the technical needs of the world while moving towards the goal of sustainability. The US-Mexico Border Environmental Education, Outreach and Support Program Funding Opportunity
The US EPA Office of Air and Radiation (OAR) has announced a new funding opportunity: the US-Mexico Border Environmental Education, Outreach and Support Program. This program supports environmental education activities designed to reach K-12, undergraduate, and graduate students, and provide training to assist them in pursuing careers in air quality management. The program also works toward increasing awareness and understanding of environmental risks stemming from air pollution and related environmental justice concerns. The target geographic region includes 62.5 miles on either side of the US-Mexico border, spanning over 1,950 miles from the Pacific Ocean to the Gulf Coast.

Greater Research Opportunities (GRO) Fellowships For Undergraduate Environmental Study
The U.S. Environmental Protection Agency (EPA), as part of its Greater Research Opportunities (GRO) Fellowships program, is offering Greater Research Opportunities (GRO) undergraduate fellowships for bachelor level students in environmental fields of study. The deadline for receipt of applications is December 9, 2010 ET 4:00 PM for receipt of paper applications, and December 9, 2010, at 11:59:59 PM ET for submittal of electronic applications to Grants.gov. Subject to availability of funding, the Agency plans to award approximately 40 new fellowships by July 29, 2011. Eligible students will receive support for their junior and senior years of undergraduate study and for an internship at an EPA facility during the summer between their junior and senior years. The fellowship provides up to $19,700 per academic year of support and up to $9,500 of support for a three-month summer internship.

Fall 2011 EPA Science To Achieve Results (STAR) Fellowships For Undergraduate Environmental Study
EPA, as part of its Science to Achieve Results program, is offering Greater Research Opportunities (GRO) undergraduate fellowships for bachelor level students in environmental fields of study. The fellowship provides up to $19,700 per academic year of support and up to $9,500 of support for a three-month summer internship.

The Carl Henry Nacht Fellowship
The design, management and enforcement of city streets determine, to a large degree, the health and well-being of its citizenry. New York City’s 6,000 miles of streets and 12,000 miles of sidewalks are 80% of the city’s public space. How we use that space has everything to do with how active, healthy and happy we are everyday.

Transportation Alternatives seeks urban minded scholars with adventurous spirits to work with us for a semester on projects to help people rethink their relationship with the built environment, challenge the status quo and unlock the potential of New York City streets to produce healthier, happier citizens. We are looking for future leaders in public health, environmentalism and urban policy and equity.

Transportation Alternatives’ mission is to reclaim New York City streets from the automobile and to advocate for bicycling, walking and public transit as the best transportation alternatives. We are building a movement through our advocacy, communications, events and membership.

Fall 2011 EPA Science To Achieve Results (STAR) Fellowships For Graduate Environmental Study
EPA, as part of its Science to Achieve Results program, is offering Graduate Fellowships for master’s and doctoral level students in environmental fields of study. Deadline: November 5, 2010. EPA plans to award approximately 105 new fellowships by June 30, 2011. Master's level students may receive support for a maximum of two years. Doctoral students may be supported for a maximum of three years, usable over a period of five years. The fellowship program provides up to $42,000 per year of support per fellowship.

NIA Secondary Analyses of Existing Data Sets and Stored Biospecimens to Address Clinical Aging Research Questions (R01)
The National Institute on Aging invites applications to support short term projects involving secondary analysis of existing data sets or stored biospecimens, to address clinically-related issues on aging changes influencing health across the life span, and/or on diseases and disabilities in older persons. This funding opportunity announcement will support activities addressing specific hypotheses in clinical aging research and/or to inform the design and implementation of future epidemiologic or human intervention studies, or current geriatric practice in maintenance of health, management of disease, and prevention of disability. Critical Illness and Injury in Aging (R01)
Four Institutes of the National Institutes of Health (NIH) have joined in soliciting applications designed to study mechanisms and management of critical illness and injury, including trauma and neurotrama, in aging. In recent years there have been important advances in the evaluation and management of critical illnesses and injuries. However, the relationship of critical care and aging remains understudied. The treatment of critical illnesses of elders is frequently simply an extension of the treatments applied to younger adult populations. Given the age-related structural and functional changes associated with age, it is probable that such changes influence that presentation and treatment of illnesses of the elderly. Proposed studies may be mechanistic, observational or interventional in nature.

Subjective Well-being: Advances in Measurement and Applications to Aging (R01)
Recent studies have advanced understanding of the state of “well-being” and how it might be measured and used as a critical index of economic, social and health policies. Well-being measures are not typically included in clinical trials or epidemiological studies; therefore, we have limited insight as to the comparative effectiveness of behavior and biomedical interventions that might be designed to improve peoples’ lives. This funding opportunity is intended to encourage research that is needed to understand the mechanism and pathway through which elements of subjective well-being (life evaluations; and experiences ranging from joy to misery) influence aging-relevant health outcomes.

Indoor Environments: Reducing Public Exposure to Indoor Pollutants -- EPA Region 9
EPA Region 9 is soliciting proposals from eligible entities for projects in Region IX to support demonstration, training, outreach and/or education projects to reduce exposure to indoor pollutants for K-12 schools and homes. These projects are expected to achieve environmental results in one or more indoor air quality priority areas as outlined in Section I.B. of this Request for Proposals (RFP). Proposals may address more than one area.

Projects funded under this RFP must be carried out within the jurisdiction of EPA Region 9, which consists of the states of California, Arizona, Hawaii, Nevada, and the Pacific Islands (U.S. territories of Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and other unincorporated U.S. Pacific possessions). EPA Region 9 is the lead region for the Navajo Nation; accordingly, this RFP addresses work anywhere in the Navajo Nation regardless of state boundaries.

Proposals will be accepted from private and public universities and colleges, states, local governments, hospitals, laboratories, Indian Tribes, territories and possessions of the U.S., international organizations, and other public and private non-profit organizations.

Bed Bug Education/Outreach and Environmental Justice Grants—Request for Applications

The Office of Pesticide Programs, within EPA’s Office of Chemical Safety and Pollution Prevention, is soliciting applications for states and tribes to strengthen their ability to address bed bug infestations in communities disproportionately exposed to environmental harms and risks. The projects supported through these grants are designed to build broad, results-oriented partnerships for education and outreach programs to reduce bed bug infestations in communities disproportionately exposed to environmental risks. Awards are intended to support a diverse set of outreach and education projects, which are designed to be replicable in other communities facing similar challenges.

Eligible applicants include the 50 States, District of Columbia, U.S. Virgin Islands, Commonwealth of Puerto Rico, any territory or possession of the United States, any agency or instrumentality of a state including state universities, and all federally recognized Indian tribal governments.

Sleep and Social Environment: Basic Biopsychosocial Processes (R01)
The National Institutes of Health’s Basic Behavioral and Social Science Opportunity Network invites applications concerned with the reciprocal interactions between sleep and behavioral and functional health. There is considerable need for better understanding of the dynamic relationships between behavioral and social environmental factors, on the one hand, and the basic circadian regulation and functions of sleep, on the other hand. Human or animal studies that address either (1) the biological sequelae of changes in patterns of sleep duration and timing as related to determinants in the social environment or (2) the dynamics of the social interactions of individuals as influenced by sleep and circadian rhythms, are encouraged.

Regional and International Differences in Health and Longevity at Older Ages (R01)
The National Institute on Aging invites applications for support of research aimed at answering questions such as: (1) why is life expectancy in the US, as measured either from birth or from age 65, less than in other industrialized nations?; (2) why do health and longevity vary widely across geographical areas of the United States? Those disparities cannot be explained by race, income or access to basic health care. Applications that propose using existing datasets, new data collection, development of innovative survey measures and other approaches are encouraged.

Environmental Justice Cooperative Agreements in Support of Communities Directly Affected by the Deepwater Horizon Oil Spill in the Gulf of Mexico
EPA is accepting proposals for up to eight $25,000 cooperative agreements to support the protection of human health and the environment in communities affected by the BP oil spill. Local incorporated non-profit community-based organizations—including faith based organizations and those affiliated with religious institutions, environmental justice networks, and local Native American tribal governments—located and working in areas within affected states, are eligible to apply. EPA developed the grant program after meeting with local organizations in the Gulf Region and learning that there was a need for technical assistance to support educational outreach to communities affected by the BP oil spill. The grants will provide funding to help develop educational materials on what seafood is safe to eat, what to do if exposed to oil, and how to address and adapt to the spill’s long-term effects. Providing grant funding directly to local organizations will help to ensure that information is distributed through trusted networks of communication and from organizations that will continue to support efforts to rebuild in the wake of disaster.
Organizations that are able to provide accurate and current information to a wide geographic area in the affected region are encouraged to apply by October 4, 2010.

Proposal Guidelines for Brownfields Assessment Grants
The Small Business Liability Relief and Brownfields Revitalization Act ("Brownfields Law", P.L. 107-118) requires the U.S. Environmental Protection Agency (EPA) to publish guidance to assist applicants in preparing proposals for grants to assess and clean up brownfield sites. EPA’s Brownfields Program provides funds to empower states, communities, tribes, and nonprofits to prevent, inventory, assess, clean up, and reuse brownfield sites. EPA provides brownfields funding for three types of grants-- Brownfields Assessment, Brownfields Revolving Loan Fund (RLF), and Brownfields Cleanup Grants. Under these guidelines, EPA is seeking proposals for Assessment Grants only.

NIH Understanding and Promoting Health Literacy
The National Institutes of Health request applications to conduct studies on the degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions. Previous research has linked low health literacy to undesirable outcomes such as poor self-management of chronic diseases, unhealthy behavior, elevated frequency of hospitalizations, higher mortality and poor overall health. Various research approaches are acceptable including basic, methodological and measurement, intervention strategies, public (population) health, and secondary analyses of existing data sets.

NIH Research on the Economics of Diet, Activity, and Energy Balance

Black Carbon's Role In Global To Local Scale Climate And Air Quality
Grants awarded may generate geospatial information. The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research into black carbon (BC), related co-pollutants, and other short lived climate forcers (SLCF) and their effects on climate change and air quality. EPA is interested in research that investigates the emission sources, the global to local scale emissions inventory, and applies modeling tools to assess BC, co-pollutants and other SLCF in a climate and air quality context. Applications may also evaluate the impact of long range transport of BC, co-pollutants and SLCF, or develop and assess metrics for comparing the impacts of BC, co-pollutants and SLCF simultaneously in a climate and air quality context on the time scale of a decade to a century. In addition to regular awards, this solicitation includes the opportunity for early career projects. Community Design Scholarships
The Association of Schools of Public Health (ASPH), through a cooperative agreement with the Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), announces the availability of funds to support up to three (3) scholarships for students currently pursuing their doctorate degrees. The scholarship recipients will conduct doctoral-level studies related to the efforts of CDC/NCEH linking the built environment and community design with public health. Scholarship recipients will have the opportunity to pursue their studies while receiving guidance and input from CDC experts in the relationship between public health and community design.

National Environmental Education Training Program
Section 5 of the National Environmental Education Act authorizes EPA to fund a National Environmental Education Training Program. The purpose of this program is to deliver environmental education training and long-term support to teachers and other education professionals across the U.S. to enable them to teach effectively about environmental issues.

EPA awards one cooperative agreement to fund this 5 year national program. U.S. institutions of higher education, 501(c)(3) non-profit organizations, or a consortia of such institutions are eligible to apply. EPA encourages eligible institutions to form consortia to operate this program. To be eligible for consideration, the program must:

1. Be delivered to a wide range of education professionals that reach diverse demographic populations in all geographic regions of the U.S., including K-12 classroom teachers, faculty in education departments in colleges and universities, and non-formal educators in settings such as parks, nature centers, and museums.
2. Build on existing national environmental education resources and programs to leverage resources, encourage partnerships, and reduce duplication of effort.
3. Provide at least a 25% non-federal match.

Research to Improve Risk Communication Strategies During and After the Decontamination/Clearance Phase of an Intentional Biological Release
EPA is seeking applications proposing development of effective risk communication strategies during and after decontamination and clearance activities associated with an intentional biological indoor and outdoor wide area contamination. The type of award is a cooperative agreement and the agency expects to make two awards. EPA's Office of Research and Development’s National Homeland Security Research Center conducts research in support of decontamination of indoor and outdoor environments, secure water systems and the assessment of risk from exposure to highly virulent agents. Specifically, the EPA-NHSRC's Threat and Consequence Assessment Division conducts research to help the nation prepare for and recover from environmental contamination emergencies arising from terrorist threats and incidents. Specifically, by providing key information on exposure and risk and by deriving defensible chemical and biological cleanup levels, including provisional advisory levels for re-entry and re-use of previously contaminated indoor and outdoor areas.

Archstone Announces Spiritual Care Initiative
The Archstone Foundation announced the release of a competitive request for proposals (RFP) as part of its End-of-Life Initiative. The RFP seeks to improve the quality of spiritual care in hospital-based palliative care programs through providing support to up to ten demonstration sites. The goal of the Spiritual Care Demonstration Projects is to advance knowledge, develop leadership, identify and test practices to improve the quality of screening and assessing spiritual needs by the palliative care service, and provide quality spiritual care services to patients and families.

The RFP builds on the Foundation's work started in 2009 that resulted in a National Consensus Conference that identified recommendations for improving spiritual care. Conference recommendations were published in a Special Report that appeared in the Journal of Palliative Medicine titled Improving the Quality of Spiritual Case as a Dimension of Palliative Care. Through this competitive RFP process the Foundation seeks to support up to ten demonstration projects in southern California to implement recommendations from the Special Report.

Public Health Support for Brownfield/Land Reuse and Legacy Sites in the Area of Concern for the Great Lakes
The purpose of this funding is to provide an opportunity for eligible applicants to assess exposure to Great Lakes contaminants and to advance public health actions to protect people. Annex 2 of the Great Lakes Water Quality Agreement (1987) requires these state governments to develop and implement Lakewide Management Plans for the lake waters and Remedial Action Plans for areas of concern. This is an applied public health project focused on implementing public health actions such as health assessment, health education, baseline community health status assessment, inventories of current Great Lakes legacy and Brownfield sites to protect the health of vulnerable or susceptible subpopulations within the Great Lakes basin which have exposure or potentially exposure risk to environmental contaminants associated with the Great Lakes legacy or Brownfield sites.

NIMH Developing Centers for Intervention and/or Services Research
The National Institute of Mental Health invites research grant applications related to the missions of the Division of Services and Intervention Research and the NIMH Geriatrics Research Branch. The latter supports intervention research relevant to older adults. The purpose of the grants is to provide infrastructure support for groups of investigators that will allow expansion of their intervention and/or services research. The scope of this offering is broad and meant to support investigators who are involved in treatment, prevention and/or services research.

National Aging Civic Engagement Technical Center
AOA is seeking applications for a national Aging Civic Engagement Technical Assistance Center. Geographic and Contextual Influences on Energy Balance-Related Health Behaviors (R01)
This announcement invites applications for investigator-initiated projects concerned with the influence of the built environment, "contextual" environment (where people live, work and play), and health-related behavior on the individual’s energy balance and, therefore, on health. There is clear evidence of a strong association between diet, exercise, body weight (i.e. the "energy balance") and a variety of chronic ("metabolic") diseases. A number of environmental features can affect energy balance such as density, diversity, design and accessibility of buildings. Brownfields Area-Wide Planning Pilot Program
This notice announces the availability of EPA grant funds and direct assistance (through Agency contract support) for projects from eligible entities to facilitate community involvement in area-wide planning approaches to brownfields assessment, cleanup, and subsequent reuse. Area-wide planning grant funding and technical assistance will be directed to brownfields-impacted areas, such as a neighborhood, district, city block or corridor. The grant funding and direct assistance will result in an area-wide plan which will inform the assessment, cleanup and reuse of brownfields properties and promote area-wide revitalization. Chemical Emergency Preparedness and Prevention (CEPP) Technical Assistance Grants Program
Grants awarded under this announcement may involve Geospatial Information. EPA Region 7 is soliciting proposals for which undertake the implementation of the chemical accident prevention, preparedness, and response requirements under Sections 112(r) of the Clean Air Act (CAA). 2010 Targeted Watersheds Grants Program: Urban Watershed Capacity Building Grant
Through the Targeted Watershed Grants Program, EPA plans to award up to $600,000 to an eligible entity to manage an Urban Watershed Capability Building Grant. A key component of the Urban Watershed Capacity Building Grant is to engage communities in capacity building activities to foster an increased connection, understanding, and ownership of their waters. EPA is soliciting proposals from eligible applicants that address the following two project components: (1) establish and manage a competitive urban watershed subaward program; and (2) provide urban watershed technical services to subawardees.

This Request for Proposals (RFP) is based on the growing need for local watershed protection efforts in urban areas. EPA is encouraging local watershed organizations and local communities to envision the role their watershed should have in their long range community development plans and aiding communities to formulate a means to achieve this. Proposals must be received by EPA by May 19, 2010. A national panel will evaluate and rank proposals based on the evaluation criteria stated in the RFP. The Pollution Prevention Information Network (PPIN) supports grantees that form a national network of pollution prevention (P2) information tools and service providers. Exploring New Air Pollution-Health Effects Links in Existing Datasets
The U.S. Environmental Protection Agency is soliciting proposals that will utilize existing, large datasets (e.g., from observational or clinical studies) to search for unknown or weakly-forged links between air pollution and human disorders. The evidence for links between air pollutants and respiratory and cardiovascular diseases is compelling. There is modest evidence suggesting a relationship between air pollution and diabetes, certain neurological disorders, and reproductive and developmental disturbances. Other possible effects of air pollution include co-morbidity, genetic variants, and social and neighborhood conditions. The research supported by this mechanism will provide scientists and policy decision makers with a better understanding of the health effects of exposure to air pollution, improving health risk assessments and cost-benefit analyses.

The Healthy Communities Grant Program is seeking projects that:

Wider Opportunities for Women Elder Economic Security Initiative
Wider Opportunities for Women (WOW) is pleased to announce the release of our Request for Proposals  Link to EPA's External Link Disclaimer for the Elder Economic Security Initiative™ (Initiative). The Initiative's core components include: coalition building, research, advocacy, education, and outreach. Underpinning these national, state and community efforts is the Elder Economic Security Standard™ Index (Elder Index), a comprehensive geographically-based measure of income adequacy, developed by the Gerontology Institute at the University of Massachusetts-Boston (GI UMASS) and WOW. WOW seeks lead state organizations (LSOs) with whom to launch and implement the Initiative. In collaboration with WOW, these LSOs will:
  • Build a diverse statewide coalition;
  • Provide input into the tabulation of the state Elder Index;
  • Develop a statewide policy agenda to promote elder economic security; and
  • Coordinate the launch and implementation of their state’s Initiative.
To date, WOW has partnerships with non-profit organizations and state agencies in twelve states, including California, Connecticut, Illinois, Massachusetts, Michigan, Minnesota, New Jersey, New Mexico, New York, Pennsylvania, Wisconsin and West Virginia. 2010 CARE Cooperative Agreements Request for Proposals (RFP)
The CARE grant program works with the eligible entities to help their communities form collaborative partnerships, develop an understanding of the many local sources of toxic pollutants and environmental risks, set priorities, and identify and carry out projects to reduce risks through collaborative action at the local level. CARE's long-term goal is to help communities build self-sustaining, community-based partnerships that will continue to improve human health and local environments into the future.
The objective of the CARE grant program is to work collaboratively within the community to investigate the effectiveness of the CARE 4-step process (as described in the CARE brochure) which fosters a cross-Agency, multi-media approach to provide greater environmental benefits rather than either non-collaborative or traditional regulatory single media approaches.

Characterization and Modeling of Nitrogen Loading from Transportation Sources and Attenuation by Roadside Vegetation Buffers in an Urbanized Watershed
EPA is seeking applications proposing innovative approaches to quantify both the generation of ecosystem services from the ecosystems most closely tied to humans in urban environments as well as developing the connectivity networks associate with the production, delivery through the landscape, and consumption of ecosystem services applied to consideration of the value of ecosystem services in environmental decision-making. Atmospheric deposition of nitrogen is now the greatest pollutant source to the watershed and bay and is the focus of a currently active super deposition TMDL assessment study site within the city of Tampa. Research should specifically address the ability of the applicant to quantify the loading of atmospheric nitrogen from transportation sources associated with the Tampa Bay watershed or similar urbanized watershed and be able to assess the potential for road side vegetation buffers to attenuate those loads. Universities are conducting research and using models such as UFORE or I-TREE in urban transition areas to model the ability of plants to provide ecological services and benefits such as nitrogen removal, particulate removal, etc. Proposed research should address research currently being conducted and the availability of existing data sets and information to provide more robust estimates of services in urban transition and transportation zones.

Environmental Justice Small Grants Program -- Impact of Climate Change on EJ Communities
The U.S. Environmental Protection Agency is accepting grant applications for a total of $1 million in funding for projects aimed at addressing environmental and public health issues in communities. EPA expects to award approximately 40 grants of up to $25,000 each and will accept applications until January 8, 2010. Local governments and non-profit organizations are eligible to apply. The goals of the Environmental Justice Grant Funding Program are to help communities understand and address environmental challenges and create self-sustaining, community-based partnerships focused on improving human health and the environment. Past projects have focused on issues including exposure to toxins, farm worker pesticide protection, mercury in fish, indoor air quality, drinking water contamination, and pollution from shipping ports.

In addition to the traditional criteria, EPA is encouraging applications that address the disproportionate impacts of climate change in communities by emphasizing climate equity, energy efficiency, renewable energy, local green economy, and green jobs capacity building.

Approaches to Assessing Potential Food Allergy from Genetically Engineered Plants
The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is issuing this request for applications (RFA) for applied research on innovative or improved methods to predict whether or not a pesticide protein is a food allergen. Research to characterize the key factors that influence human immune responses to dietary proteins is needed in order to better assess potential food allergy from genetically engineered plants. Proposals are requested on the role of dose, route of sensitization, and/or the physicochemical properties of ingested proteins and their influence on the development of immune sensitization, oral tolerance, or the elicitation of allergic symptoms. Also of interest is how the food matrix and gastrointestinal environment in which proteins are ingested may affect these immune responses. The overall aim of the research program is to improve safety assessment for genetically engineered plants by enhancing the ability to estimate the potency of unknown proteins relative to known allergenic and non-allergenic proteins. Because there is no single, definitive test for determining the allergenic potential of novel pesticide proteins in the diet, risk assessment associated with the regulation of foods derived from modern biotechnology currently uses a "weight-of-evidence" approach. The research will contribute to improved methods for assessing the potential dietary allergenicity of pesticide proteins in genetically engineered plants.
