| Description | Established by Section 319 of the federal Clean Water Act, these funds are for the implementation of state and tribal nonpoint source pollution control programs. Each state passes through a portion of these funds to other entities for implementing specific nonpoint source management practices. State water quality agencies are the lead agencies for these grant programs. The funds can support a wide variety of activities including technical assistance, financial assistance, education, training, technology transfer, demonstration projects, and monitoring. Each state and tribal recipient of the Section 319 funds implement their own specific grant program with varying priorities, eligible organizations, award amounts, and cost share requirements (typically 40 percent). Activities that require a National Pollutant Discharge Elimination System permit are not eligible. |
