| Description | In May 2005, Washington enacted Senate Bill 5101, which established a production incentive of $0.15 per kilowatt-hour for anaerobic digesters, capped at $2,000. The incentive program expires in June 2014. Ownership of the renewable energy credits associated with generation remains with the customer-generator and does not transfer to the state or utility. The state's utilities will pay the incentives and earn a tax credit equal to the cost of those payments. The credit may not exceed the greater of $25,000 or 0.25 percent of a utility’s taxable power sales. |

| How to Apply | Interested persons should contact their light and power company and find out if the company is participating in the program. Light and power companies are not required to participate. If in an eligible area, generators must apply to the Department of Revenue and the Climate and Rural Energy Development Center at Washington State University for certification. Once the certification process is complete, an application must be submitted to the light and power business by August 1 of each year. |
