- implementation of one or more transportation control measures sufficient to achieve at
least a 0.5 percent reduction in actual areawide VOC emissions. Measures may include
the following: trip reduction programs; transit improvements; traffic flow improvements;
or other measures.
- alternative fuel programs for fleet vehicle operations
- controls on consumer products consistent with those adopted elsewhere in the United
States
- VOC offsets for new or modified major sources
- VOC offsets for new or modified minor sources
- increased ratio of VOC offsets required for new sources
- requirement of VOC controls on new minor sources
Schedule
- After first violation
- verify a violation has occurred within 1 month
- identify VOC plan and submit schedule for implementation within 3 months
- implement VOC control program within 12 months
- After second violation
- verify a violation has occurred within 1 month
- submit schedule for implementation of NOx RACT within 3 months
- implement NOx RACT within 18 months
