Contingency Plan Trigger
- Trigger 1: air quality monitors record a third exceedance of the ozone NAAQS within any
3 consecutive years
- Trigger 2: ozone design value equals or exceeds 85 percent of the exceedance level of the
ozone NAAQS
- Trigger 3: the monitor shows 1 to 4 exceedances of the ozone NAAQS during any 3
consecutive years
- Trigger 4: a second exceedance of the ozone NAAQS within any 3 consecutive years
- Trigger 5: violation of the ozone NAAQS during the maintenance period (4 times in 3
consecutive years)
Contingency Measures
- Trigger 1: implement Stage I gasoline controls
- Trigger 2: establish a voluntary ozone advisory program
- Trigger 3: establish a formal ozone advisory program
- Trigger 4: ozone advisory board will institute a voluntary program to reschedule, revise,
or curtail activities for the ozone advisory days
- Trigger 5: any additional voluntary measure
Schedule
- Trigger 1:
- rule submitted within 6 months of the third exceedance
- compliance for sources will be within 6 months of rule submittal
- Trigger 2: dissemination of information to the county within 6 months of violation
verification
- Trigger 3: staffed and functional within 6 months of the violation verification
- Trigger 4: developed and available within 30 days of violation verification
