Approval and Promulgation of Air Quality Implementation Plans--Maine; Redesignation to Attainment and PM-10 Contingency Measures for Presque Isle
AGENCY: Environmental Protection Agency (EPA).
SUMMARY: EPA is proposing full approval of Maine's request to redesignate the Presque Isle area to attainment for particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers (PM-10), along a maintenance demonstration and contingency plans which outline Maine's control strategy for maintenance of the PM-10 national ambient air quality standards (NAAQS). Additionally, EPA is proposing full approval of a State Implementation Plan (SIP) revision submitted by the State of Maine to satisfy federal requirements for contingency measures for the Presque Isle initial nonattainment area. In the Final Rules Section of this Federal Register, EPA is approving this redesignation request and SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial revision and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. If no adverse comments are received in response to that direct final rule, no further activity is contemplated in relation to this proposed rule. If EPA does receive adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule. EPA will not institute a second comment period on this proposal. Any parties interested in commenting on this proposal should do so at this time.
