This document is the product of the subcommittee on Economic Incentives and Regulatory Innovation of the Clean Air Act Advisory Committee (CAAAC). The CAAAC is the principal external advisory body to EPA's assistant administrator for Air and Radiation. The CAAAC was created shortly after the passage of the 1990 Clean Air Act Amendments under the Federal Advisory Committee Act. Its members represent the major stakeholder groups concerned with air pollution regulation. The CAAAC has approved the Cookbook for Cleaner Air for wide distribution to state and local officials and community groups committed to improving air quality. Reports produced by advisory committees do not represent official Agency policy. EPA's guidance for economic incentive programs can be found elsewhere on this web site.
