What: Improve and Protect Air Quality in Indian Country
Location: Seattle area, Washington
Date: March 20-22, 2007

The U.S. Environmental Protection Agency (U.S. EPA), in coordination with the Institute for Tribal Environmental Professionals (ITEP), the National Tribal Environmental Council (NTEC), and the National Tribal Air Association (NTAA), will hold a training workshop for tribal environmental professionals, "Improve and Protect Air Quality in Indian Country."

The workshop will focus on improving air quality by giving the participant the skill to identify off-reservation sources with GIS, reviewing and learning about Federal, state and local programs affecting Tribal air quality, and tools to build effective relationships with state and local agencies to improve air quality in Indian country. Learning will be interactive and fun.
This workshop is particularly suited to address the needs of Region 8 and 10 tribes. However, others may apply. Applications for the workshop are currently being accepted. Proposed Tribal NSR Rules Training
The U.S. EPA has proposed two Tribal New Source Review rules to address significant regulatory gaps in the protection of air quality in Indian country, to clarify jurisdiction where states are issuing permits in Indian country, and provide a level playing field for economic development in Indian country.  These rules may affect businesses located in Indian country and may affect Tribal governments and communities.
The Tribal NSR rules will address small sources and large sources of air pollution in nonattainment areas, both new business and existing business that are making changes in equipment and operations that would result in increases in emissions. 
Examples of types of businesses that might be affected:
Gas stations
Dry cleaners
Autobody shops
Casinos
Electricity generators ( diesel and gas)
Power Plants
Others
The goal of this meeting is to:
Reach as many Tribes as possible
Present the proposed rules
Explain how the rules will work
Ensure tribes gain an adequate understanding of the provisions of the rules to enable them to comment on the rules.  The comment period has now been extended to Jan 19, 2007.

The Institute for Tribal Environmental Professionals (ITEP) announces the second offering of the Tribal Emission Inventory Software Solution (TEISS) web course. The course will be offered over a two week period September 5th through 18th. It is expected that it will take an average 24 hours of time on-line and in completing the exercises. In the previous TEISS webcourse, many participants expressed the need for additional time to complete the course. Accordingly, we will allow people to work on this course through October 6, 2006. If you wish to take the web course, turn in all the exercises and get a certificate of completion at the end you need to register BEFORE September 6, 2006.
The TEISS web course is best for those who have some prior experience or training in Emissions Inventories. If you do not have that kind of training, you can check out EPA's Emission Inventory web course.
After the September "For Certificate" offering, the web course will be open for browsing for those of you who have taken TEISS training before. Browsing the course will be a refresher, reminding about how a certain function works or how a given source type should be entered. You will be able to browse around in the web course, viewing only those portions that interest you, during the times it is not being offered for certificate. We will send you all the link to the open course after October 6, 2006.
The TEISS web course was developed and is offered to all tribes and EPA employees at no charge through the support of the U.S. EPA's Office of Air Quality Planning and Standards (OAQPS).
