ETS-FTP and SecuRemote Software
ATTENTION: Beginning with the first quarter of 2009, all industry sources MUST use the Emissions Collection and Monitoring Plan System (ECMPS) to submit monitoring plan, QA/cert test and emissions data to the EPA for the Acid Rain and CAIR programs.
Sources will no longer be able to use MDC or ETS-FTP/SecuRemote to submit data after fourth quarter 2008.
ECMPS requires use of a new data format which is XML-based (eXtensible Markup Language). This new format will replace the text-based EDR format (EDR versions 2.1/2.2). As a result, sources will no longer be able to use MDC or ETS-FTP/SecuRemote to review/submit data after fourth quarter 2008. Instead, ECMPS will replace these software tools and provide the necessary data evaluation and submittal functions.

If you do not submit quarterly data to the EPA, please inform the appropriate personnel as soon as possible.
This Web page provides general information on the Emissions Tracking System Quarterly Report Submission Software (ETS-FTP) requirements, as well as links for downloading the ETS-FTP and SecuRemote Software and related documentation. EPA developed the Emissions Tracking System Quarterly Report Submission Software (ETS-FTP) for use by the regulated community to submit Acid Rain Program and/or NOx Budget Trading Program quarterly reports to the Agency. ETS-FTP submits the reports to EPA's mainframe computer and retrieves the resulting feedback reports using File Transfer Protocol (FTP) over the Internet. ETS-FTP is designed to take advantage of Internet technology, in conjunction with SecuRemote security software, to seamlessly interface with existing security requirements for accessing EPA's computer resources.

Summary of ETS-FTP and SecuRemote Requirements
Before you can use the ETS-FTP system to submit quarterly reports to EPA, you must first register with CAMD to become an authorized user. For information, visit User Registration. Authorized users receive a personal EPA User ID, an initial password for accessing the EPA mainframe, an initial password for SecuRemote, and instructions for obtaining, installing and using ETS-FTP and SecuRemote.
Your workstation must have an active connection to the Internet. This connection can be either a dial-up connection to an Internet Service Provider (ISP), or a direct connection using a combination of high speed communications, firewall(s), and router(s).
ETS-FTP, in conjunction with SecuRemote, enables users to submit quarterly reports to the EPA mainframe and to retrieve the resulting feedback reports.
You must first install SecuRemote software on your workstation. To obtain the software, see Download ETS-FTP and SecuRemote Software below. SecuRemote authenticates a user's identity and establishes a secure “Virtual Private Network” or “VPN” between EPA and the user's workstation. This secure connection ensures the integrity of the data (both quarterly reports and feedback reports) transmitted and received by ETS-FTP.
You must next install the ETS-FTP software on the same workstation. To obtain the software, see Download ETS-FTP and SecuRemote Software below.
Download ETS-FTP and SecuRemote Software
ETS-FTP Version 2.1 now available - Due to recent upgrades on the EPA mainframe, ETS-FTP required a revision to ensure that it saved your mainframe password after you changed it. Please be sure that you upgrade to ETS-FTP Version 2.1. See Step 4 below.
Use the following steps to download and install the ETS-FTP and SecuRemote Software and documentation:
Step 1: See User Registration if you are not already a registered user. Once you have received your EPA User ID and initial passwords for the mainframe and for SecuRemote, you can download, install, and use SecuRemote and ETS-FTP. If you are already a registered user, proceed to Step 2.
Step 2: Download and install SecuRemote. Registered users can download the SecuRemote software and instructions from EPA's SecuRemote Web site. Go to "Downloads" and download the appropriate version of SecuRemote for your operating system (e.g., Windows 95/98, Windows NT, or Windows 2000/XP Pro). Install SecuRemote on the workstation from which you will submit quarterly reports to EPA.
Notes:
- The SecuRemote software is offered for free and may be used without any license.
- The software installation package is provided in a self-extracting archive, and you need a special password to open the archive before you can install the software. EPA provides this SecuRemote "download" password to registered users.
- Be sure to sign up for the SecuRemote e-mail information service to receive advance notification of required periodic updates to your SecuRemote installation. See the SecuRemote Web site for details.
Step 3: Download and print the ETS-FTP Installation Instructions document ETS-FTP Installation Instructions (PDF) (4 pp, 38 K, About PDF). Keep this document while you are installing the software.
Step 4: Download and install ETS-FTP and the Borland Database Engine (BDE):
A) ETS-FTP Version 2.1 Installation Software (Self-extracting archive file, 6.4 MB, updated 11/19/2007)
The ETS-FTP installation package is a self-extracting archive file named ETSFTPv21.exe. After downloading the file, install ETS-FTP as described in the "ETS-FTP Installation Instructions" document (available under Step 3 above).
B) Borland Database Engine (BDE) Software (Self-extracting archive file, 4.2 MB)
ETS-FTP requires the Borland Database Engine (BDE) for database management purposes. As such, the BDE needs to be installed to ensure that ETS-FTP runs properly after installation. The BDE installation package is a self-extracting archive file named “BDE_FULL.exe.” Download this file to an empty, temporary folder and install the BDE as described in the “ETS-FTP Installation Instructions” document (available under Step 3 above). After installing the BDE Software, you will also need to install an upgrade described in Step 4C below.
C) Install an upgrade to the BDE software that is available from http://ibinstall.defined.net/dl_bdeinfo.htm.
Download the "BDEInfoSetup.zip" file to an empty folder on your hard drive. Unzip the file into the same folder and run the "BDEInfoSetup.exe" program which will install the BDE v5.2 upgrade on your computer.

Step 5: Download and print the comprehensive ETS-FTP Users' Guide:
ETS-FTP Users' Guide (PDF) (46 pp, 1.2 MB, About PDF). Keep this users' guide as a reference for using and configuring the software. Note that a color printer will provide better results.
Step 6: Test your ETS-FTP/SecuRemote installation. Ensure that you have an active Internet connection and that SecuRemote and ETS-FTP has been successfully installed on your workstation. Use ETS-FTP to perform a mainframe password check to test the communications between your workstation and the EPA mainframe. If the password check is successful, you should submit a test quarterly report to EPA and retrieve the feedback report. Consult the ETS-FTP Users' Guide (available under Step 5 above) for step-by-step instructions on how to check and/or change your password and to perform a test quarterly report submission.

- SecuRemote Password. For assistance with your SecuRemote password (or the SecuRemote software installation archive password), contact EPA's customer call center at (866) 411-4372. Please be sure to have your EPA User ID ready for identification purposes.
Using ETS-FTP and SecuRemote: Tips, Recommendations, and Observations
- Dial-up ISP Installations. The most consistent success was experienced by users accessing the Internet through dial-up to a local Internet Service Provider (ISP). Most ISP's support the communication protocols required for SecuRemote. Users have also successfully installed and used ETS-FTP and SecuRemote on laptop computers with dial-up ISP access. Do not attempt to install or use SecuRemote on workstations or PCs that have CompuServe or America Online (AOL) client software installed. Installing SecuRemote on a computer where either CompuServe or AOL is already installed will corrupt the system to the extent that none will function properly.
- Firewall Issues. Other users have been successful when using Check Point, Gauntlet, or SonicWall firewalls. For additional documentation regarding successful configurations of these hardware components, see EPA's SecuRemote Web site. Unresolved troubleshooting efforts continue for users with Raptor and Red Creek firewalls.
- Proxy Servers: SecuRemote cannot be used through a proxy server because proxy servers use the UDP connection in a way that is incompatible with SecuRemote. For more information please see the following Web site: http://www.phoneboy.com/
- Unless you have high-level computer system support staff, or have a firewall/router configuration similar to those identified above, EPA strongly recommends that you consider first using an ISP. This approach offers the best chance of successfully installing, testing, and using ETS-FTP and SecuRemote Software. Once you have successfully used the ISP method, your support staff will have more time to identify and resolve firewall configuration and related hardware issues to allow the use of ETS-FTP and SecuRemote through your conventional Internet connections. In any case, you may want to keep your ISP connection available as a backup method in case you experience problems related to changes in your local firewall and/or related hardware configurations in the future.
