Part 75 Emissions Monitoring Policy Manual

This manual provides a series of questions and answers (Q&As) that can be used on a nationwide basis to ensure that the monitoring requirements of 40 CFR 75 (Part 75) are applied consistently for all sources affected by the programs that require sources to monitor in accordance with Part 75. This manual is intended to be a living document; EPA will issue new or revised questions and answers, AETB and PGVP, as they arise. If, after reviewing the regulations and this manual, you have additional questions, you should contact the appropriate Emission Monitoring Contact at EPA Headquarters.

Please note that the information in this manual provides guidance only; it cannot create any rights enforceable by any party in litigation with the United States. EPA may decide to follow the guidance provided in this document, or to act at variance with this guidance, based on its analysis of the specific facts presented.

Portions of the manual are updated periodically and are incorporated into a consolidated edition. Updates are often required when the Part 75 rule is amended, to bring the policy in line with the rule revisions.

May 2012 Draft Part 75 Emissions Monitoring Policy Manual

The May 2012 draft Part 75 Emissions Monitoring Policy Manual differs very little from the draft manual that was posted in April 2010. However, the May 2012 draft manual does include several revised questions and a few new ones; three of the revised questions reflect recent amendments to Part 75 (on March 28, 2011, and August 12, 2011). In the March 28, 2011 final rule, we promised to revise Questions 15.4, 15.6, and 15.7 to be consistent with changes to §75.4(e). The new and revised Q&As are shown in redline strikeout with respect to the April 2010 version. The following Q&As are new, revised, or retired in the May 2012 draft manual:

Draft Air Emission Testing Body (AETB) and Protocol Gas Verification Program (PGVP) Questions

The draft questions and answers, Air Emission Testing Body and Protocol Gas Verification Program, are related to the March 28, 2011 final rule (76 FR 17288-17325, March 28, 2011). EPA will include these new Q&As in the Part 75 Emissions Monitoring Policy Manual as part of a future policy manual update.

Comment Period
