EPA Analysis of the Proposed Clean Power Plan

On June 2, 2014, EPA proposed the Clean Power Plan. EPA analyzed the proposal using IPM (v5.13).

Base case model run, including the national Title IV SO2 cap-and-trade program; NOX SIP Call regional ozone season cap-and-trade program; Mercury and Air Toxics Rule (MATS); the Clean Air Interstate Rule (CAIR); and settlements and state rules through 2013 impacting SO2, NOX, directly emitted PM and CO2. Note: On 6/12/14, EPA revised the state emission summary tables for each scenario above to correctly reflect CO2 emissions associated with generation from landfill gas and municipal solid waste, and also to summarize emissions from fossil fuel-fired EGUs in Indian country. Additionally, corrections were made to the "EnvironmentalMeasures" RPT file for the "Block 1 & 2 - State" scenario.
