What is the CAMD Business System (CBS)?
What are the various tasks that sources can perform using CBS?

The CAMD Business System (CBS) is an interactive application that enables sources to perform various tasks online rather than submitting paper forms by mail. See the box titled 'What are the various tasks that sources can perform using CBS?'.
This CBS tutorial will guide you through the steps necessary to associate Designated Representatives with the new CSAPR/Transport Rule programs.
This system also enables the general public and commercial businesses to set up general allowance accounts.

What steps are required to register to use CBS?
1. Comply with the Cross-Media Electronic Reporting Regulation (CROMERR) requirements
CROMERR requires more stringent security practices for all EPA data systems that are used report data electronically. As of March 17, 2009, this regulation requires users of EPA data systems to go through a more secure login and submission process.
There are three simple parts to CROMERR:
The Electronic Signature Agreement provides a wet-ink signature that identifies each user and provides rules that each user needs to comply with to maintain the user ID and password. Every user of the CAMD Business System (CBS) or the Emissions Collection and Monitoring Plan System (ECMPS) must complete an Electronic Signature Agreement or they will not be given access to EPA data systems. The Electronic Signature Agreement only needs to be completed once. CAMD must receive this form in hard copy.
b. Challenge Questions
After receiving a user name and password (see number 2 below), each user must answer and maintain five challenge questions as part of their individual profile to further secure their identity. The questions will be similar to those you may see at a banking website and will ask you for information that only you should know. There is a list of twenty questions from which to select. You may change your challenge questions at any time, but you must always maintain at least five questions. If you do not select your challenge questions, you will not be able to submit data using EPA data systems.
c. Providing security information upon the submission of data
Upon submission of data through CBS or ECMPS, you will have to enter your user name, password, and the answer to one randomly chosen challenge question. You will have three chances to enter this information correctly, or you will be locked out of the data systems.

2. Obtain a User Name and Password
A user name and password are required to use CBS. You can receive a user name and password if you are a current Designated Representative, a current Agent of a Designated Representative, or if you wish to set up a general allowance account in your name.
Please note that your CBS user name and password is the same user name and password you will use for the Emissions Collection and Monitoring Plan System (ECMPS).
To receive a user name and password for CBS/ECMPS, contact Paula Branch, Karen VanSickle, or Kirk Nabors by phone. User names and passwords cannot be distributed via email, nor can they be distributed to someone other than the intended recipient. The password you receive initially is only temporary. You MUST login to CBS and change your password to something more familiar to you. You may NOT share user names and passwords with others.
What are Agents?
An Agent is someone authorized to act on behalf of a Primary or Alternate Designated Representative. A Representative can use CBS to establish Agents, or complete the Agent Notice of Delegation Form PDF (7 pp., 77 K, About PDF) | Word (7 pp., 76 K). Read form instructions carefully. This form can be faxed to CAMD (see form for details). For more information, see Assign Agents. The Agent will be sent information via email instructing them who to contact to receive their user name and password in order to access CBS. Agents must comply with the CROMERR requirements above.
