Clear Skies

Looking to expand upon the success of the Acid Rain Program, President Bush called on Congress to pass the Clear Skies Act, a multi-pollutant approach to reducing power plant emissions of SO2, NOX, and mercury by approximately 70 percent.

Clear Skies legislation, first introduced in 2002 and introduced again in 2003, would have amended Title IV of the Clean Air Act to create national emissions trading programs requiring significant reductions and mandatory caps on SO2, NOX, and mercury emissions from electric generating facilities. This page contains information about the legislative proposals from 2002 and 2003.
