G. Lawrence (Larry) Farmer
Mr. Farmer serves as APPCD Records Management Coordinator and as liaison with the Task Order Project Officer for records management contractor services. He serves as the APPCD coordinator for simplified acquisitions and reviews contract packages and assists APPCD staff in the preparation of such packages. Larry serves as the Division's capital equipment (CEQ) Coordinator, and the Division's OMIS (ORD Management Information System) Coordinator, and maintains the OMIS extramural tracking module. He represents APPCD on the EPA-RTP Property Board of Survey. Larry is also an AOS purchase card holder.
Joyce B. Fowler
Ms. Fowler serves as the APPCD contact point for human resources issues, and as Alternate Funds Certifying Official for APPCD. She briefs management on awards procedures (STAA, Honor, etc.) and processes APPCD awards. Joyce prepares full time equivalent (FTE) projections and personnel compensation and benefits (PC&B) projections, as well as monitoring FTEs and PC&B. She handles all personnel-related paperwork, such as clearances, check outs, etc. Joyce manages the PERFORMS process, and maintains the OMIS human resources module (personnel rosters). She processess all training-related paperwork, and serves as APPCD's SEE program coordinator, and ensures SEE funding. Joyce coordinates new employee orientation, and serves as APPCD's international travel coordinator. She manages all of APPCD's FMFIA activities, and is responsible for all APPCD copiers (maintenance contracts, service calls, etc.). Joyce also serves as the AOS timekeeper.
Alice C. (Deanie) Gagnon
Ms. Gagnon is Chief of the Administrative Operations Branch. In addition to supervising the six AOS employees, Deanie provides oversight of APPCD's administrative functions, performs special analyses and projects for the Division Director and for NRMRL Cincinnati. Deanie deals with budget policy issues, maintains budget oversight in cooperation with Doug McKinney, Brenda Massengill, and Kathrine Morgan.
