BOSTON -- Top officials from the U.S. Environmental Protection Agency and the Massachusetts Department of Environmental Protection will hold a press conference Tuesday, Oct. 6 at a Somerville printing facility to announce a major agreement between the two agencies that will streamline permitting and reporting processes in the state.
