EPA BROWNFIELDS PROGRAM
EPA's Brownfields Program empowers states, communities, and other
stakeholders in economic development to work together to prevent, assess,
safely clean up, and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a hazardous substance,
pollutant, or contaminant. On January 11, 2002, President George W. Bush
signed into law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
CLEANUP GRANT
$200,000 for petroleum
EPA has selected the City of Prineville for a cleanup grant. Grant funds
will be used to conduct cleanup activities at a Prineville Texaco gasoline
station site at 341 E. Third Street. Contamination is the result of
releases from leaking underground gasoline tanks removed in 1997.
COMMUNITY DESCRIPTION
The City of Prineville was selected to receive a cleanup grant. The
city (population 8,150) is a state-designated Enterprise Zone and an
Economically Distressed Area. The city is in the process of acquiring the
gas station site in the heart of downtown for the construction of a new
City Hall. This is part of a larger revitalization plan for a City-County
Government Services Complex that is expected to improve the efficiency of
government services to all county residents. Prineville, which is the
population, economic, and social center of Crook County, has a median
family income that is significantly below the statewide median. Per
capita retail sales are half the state average and 15 percent of the
city's commercial buildings are vacant. Redevelopment of the gas station
site will serve as a cornerstone for downtown revitalization and is
expected to encourage other investments and opportunities in the
community.

Prior to receipt of these funds in fiscal year 2003, the City of
Prineville has not received brownfields grant funding.
The cooperative agreement for this grant has not yet been negotiated;
