Brownfields 2004 Grant Fact Sheet

Chautauqua County, NY

EPA BROWNFIELDS PROGRAM

EPA's Brownfields Program empowers states, communities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.

CLEANUP GRANT

$100,000 for hazardous substances

EPA has selected Chautauqua County to receive a brownfields cleanup grant. Grant funds will be used to remove soil contaminated with heavy metals and organic solvents at 230 South Roberts Road, the location of the former Roblin Steel site in Dunkirk. The site is a 12.4-acre former heavy industrial facility that has been abandoned for approximately 15 years.

COMMUNITY DESCRIPTION

Chautauqua County was selected to receive a brownfields cleanup grant. Of the county's 139,750 residents, 13,131 live in Dunkirk. Dunkirk is one of the historic industrial hubs of Chautauqua County. Approximately 19.9 percent of Dunkirk's residents are Hispanic, and about 24 percent of the city's residents live in poverty. Cleanup and redevelopment of this site are expected to eliminate physical and chemical health hazards, create employment opportunities, and promote further economic development in the city's central business district.
