EPA BROWNFIELDS PROGRAM

EPA's Brownfields Program empowers states, communities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.

CLEANUP GRANT

$200,000 for petroleum

EPA has selected the City of Emeryville for a brownfields cleanup grant. The grant will be used to clean up petroleum contamination on the Dutro Site at 1333 62nd Street, a site previously used for industrial and storage purposes, including underground and above-ground storage tanks. The site is planned as a park that will connect with other greenways and redevelopment projects in the city.

COMMUNITY DESCRIPTION

The City of Emeryville was selected to receive a brownfields cleanup grant. About 4,500 of Emeryville's 7,300 residents live in the target area, part of which is in a federal Enterprise Zone. The median household income for the city is approximately 80 percent of the surrounding county median. The city's poverty and unemployment rates exceed the county's rates. Approximately 32 percent of the target area population is African-American, compared to 19 percent for the city and 14 percent for the county. Since the city's schools serve students from outside of the city, 72 percent of its student population is African-American. The target area lacks recreational and open space. A proposed park will provide needed greenspace and form part of a series of connected pedestrian and bike trails and parks that will traverse the entire city.
