EPA BROWNFIELDS PROGRAM
EPA's Brownfields Program empowers states, communities, and
other stakeholders in economic development to work together
to prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the expansion,
redevelopment, or reuse of which may be complicated by the
presence or potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, the President signed
into law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA provides
financial assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally, funding
support is provided to state and tribal response programs
through a separate mechanism.
CLEANUP GRANTS
$400,000 for hazardous substances
EPA has selected the Glen Cove Community Development Agency
for two brownfields cleanup grants. Grant funds will be used
to clean up hazardous substances contamination at the Doxey
and Gladsky Marine sites, two adjacent properties along Garvies
Point Road. Assessments indicate the presence of chemical
contamination at the Doxey site, a former fuel storage facility
and salvage business. Assessments conducted at the Gladsky
Marine site, a marine repair and salvage operation, indicate
the presence of metals and semi-volatile organic compounds
in the soil, and volatile organic compounds in the groundwater.
COMMUNITY DESCRIPTION
The Glen Cove Community Development Agency was selected to
receive two brownfields cleanup grants. Glen Cove (population
26,622) is located on the coast of Long Island. Almost seven
percent of the city's families and nine percent of its individuals
live below the poverty level. The average per capita income
is below the limit for HUD Section 8 housing assistance. The
cleanup projects are part of a larger plan to revitalize the
waterfront district of Glen Cove, an industrial neighborhood
that once was home to some of the largest employers in the
area. The redevelopment plans include a hotel conference center,
retail shops, restaurants, cultural attractions, housing,
and a public pedestrian and bicycle esplanade. Redevelopment
will not only clean up polluted properties that pose a public
health threat, but also will be an important generator of
local tax revenues and jobs.
