EPA BROWNFIELDS PROGRAM

EPA's Brownfields Program empowers states, communities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, the President signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.

ASSESSMENT GRANT

$200,000 for hazardous substances

EPA has selected the Tulsa Industrial Authority for a brownfields assessment grant. Grant funds will be used to perform Phase I and Phase II assessments at blighted and abandoned industrial sites to be selected in North Peoria, the downtown area, and the Charles Page Boulevard areas of Tulsa. Grant funds also will be used for risk assessments, cleanup planning, further development of the city's inventory of brownfields sites, and community outreach activities.

COMMUNITY DESCRIPTION

The Tulsa Industrial Authority was selected to receive a brownfields assessment grant. The population of the Tulsa metropolitan area is 803,235. Old housing, poverty rates as high as 35.7 percent, and unemployment between 9.2 and 21.9 percent characterize the target neighborhoods. These communities reflect some of Tulsa's most economically challenged areas with blighted and abandoned brownfields corridors. At least 39 of Tulsa's 100 industrial brownfields exist in these areas that have a combined population of 24,721. Assessment and redevelopment of sites in the impacted areas will encourage and stimulate job growth, and improve economic and environmental conditions.
