EPA BROWNFIELDS PROGRAM
EPA's Brownfields Program empowers states, communities, and other
stakeholders to work together to prevent, assess,
safely clean up, and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a hazardous substance,
pollutant, or contaminant. On January 11, 2002, President George W. Bush
signed into law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
CLEANUP GRANT
$200,000 for hazardous substances
EPA has selected the City of Rosebud for a brownfields cleanup
grant. Hazardous substances grant funds will be used to clean
up the former Halbert Hospital at 311 North Military. The site
contains three buildings built before 1950 that have been vacant
for over a decade. Grant funds also will be used to prepare a
cleanup plan and conduct community involvement activities.
COMMUNITY DESCRIPTION
The City of Rosebud was selected to receive a brownfields cleanup grant. A rural agricultural community, Rosebud (population 1,493) has a median household income well below the state-wide average. More than 47 percent of the city's residents are minorities, and 24.5 percent of residents live below the poverty level. The housing stock of the city is deteriorating, and no new housing has been built in the past 20 years. After the target site is cleaned up, the city plans to construct new affordable housing to meet the needs of low-to-moderate income residents. Brownfields redevelopment is expected to expand the local tax base, enhance security, and increase property values in the city.
