EPA BROWNFIELDS PROGRAM

EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.

ASSESSMENT GRANT

$200,000 for hazardous substances
EPA has selected the Middlesex County Improvement Authority for a brownfields assessment grant. Hazardous substances grant funds will be used to conduct about five Phase I and one Phase II environmental site assessments in the Lincoln Boulevard Rehabilitation Area located within the Borough of Middlesex.

COMMUNITY DESCRIPTION

The Middlesex County Improvement Authority (MCIA) was selected to receive a brownfields assessment grant. The Borough of Middlesex (population 13,717) was a railroad-based manufacturing community in the center of Middlesex County. However, many manufacturers have left the borough, resulting in a significant number of underused properties throughout Middlesex County's industrial corridor. The corridor also is hampered by aged and outdated physical infrastructure. The MCIA will focus on the 190-acre Lincoln Boulevard Rehabilitation Area within the county's industrial corridor. Assessment of the former industrial sites in this area is needed to begin implementing a redevelopment plan in collaboration with area residents. Brownfields assessment and eventual redevelopment will remove environmental hazards from the community, generate new jobs, and create healthier and more sustainable land uses.
