EPA BROWNFIELDS PROGRAM

EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.

ASSESSMENT GRANT

$200,000 for hazardous substances
EPA has selected the City of Washington for a brownfields assessment grant. Hazardous substances grant funds will be used to develop a brownfields inventory and perform 10 Phase I and five Phase II environmental site assessments. Grant funds also will be used to support community outreach activities.

COMMUNITY DESCRIPTION

The City of Washington was selected to receive a brownfields assessment grant. Located in eastern Georgia, Washington (population 4,118) has an industrial base that has been in decline for several decades. During the 2001 recession, the community lost a third of its manufacturing jobs. Now, the city has many abandoned or underused manufacturing sites that pose a blighting influence, especially on the downtown. About 61 percent of Washington residents are African-American, and 23 percent of residents live in poverty. Assessments made through these grants are expected to stimulate economic redevelopment and reuse of the city's brownfields, and enable the city to educate business owners and residents about brownfields redevelopment tools and techniques.
