EPA BROWNFIELDS PROGRAM
EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.
ASSESSMENT GRANT
$200,000 for hazardous substances
EPA has selected the Southeast Iowa Regional Planning Commission for a brownfields assessment grant. Hazardous substances grant funds will be used to perform three Phase I and five Phase II environmental site assessments, and conduct community involvement activities in the region.
COMMUNITY DESCRIPTION
Community Description The Southeast Iowa Regional Planning Commission (SEIRPC) was selected to receive a brownfields assessment grant. The SEIRPC represents Des Moines, Henry, Lee, and Louisa Counties (combined population 110,000). Between 1993 and 2004, three of the four counties in the region lost 11 percent of their labor force, while the U.S. and state labor forces grew. The targeted communities lost 7.5 percent of their populations between 1990 and 2000. Many potentially contaminated sites within the region's four largest cities are located in older residential areas, exposing citizens to potential hazards. At the same time, the properties are in advantageous locations for commerce or recreation, near the Mississippi River or transportation and business corridors. Assessment of the area's brownfields is expected to allow the region to make informed decisions about the sites and aid in reuse planning and redevelopment efforts.
