Track 5: Marketplace of Ideas

In addition to the traditional tracks and panels, Brownfields
'99 offers this series of Marketplace of Ideas sessions. These
smaller, more interactive discussions will cover a wide range of subject
areas and will feature experts in a variety of brownfields-related topics.
Marketplace sessions may pick up on issues raised during panels or explore
new areas. There are a number of sessions already scheduled, and there
will be space available for attendees who wish to schedule their own
sessions as the conference progresses. Sign up for a session or schedule

area. 5A: A Mayor's Role in Small City Brownfields Redevelopment Level: 200 Date: Tuesday, December 7, 1999 Time: 10:30-12:00 noon Location: Marketplace Purpose: How important is elected local government leadership to successful brownfields redevelopment in small cities? Hear from and speak directly to Mayors from small cities across the country whose experiences have helped craft successful strategies for using the benefits and visibility of elected office to move brownfields redevelopment forward. Suozzi (Facilitator) Mayor City of Glen Cove Glen Cove, NY 5B: Making the Money Match the Mess Level: 300 Date: Tuesday, December 7, 1999 Time: 4:00-5:30 PM Location: Marketplace Purpose: Some brownfield sites have appreciated in value so greatly from economic growth taking place around them that they require no financial jump starts... this discussion session is for the other 98 percent of sites. For redevelopment to make financial and economic sense for these sites, brownfield project managers must capitalize on grants, loans, tax breaks and/or other financial incentives, including innovative contracting between developer, end user, seller, and consultant(s). Case studies and lists of sources for each financial tool will be offered for discussion by the facilitator and solicited from participants. Small and large cities will be represented. Approaches to design and redevelopment include historic preservation, waterfront rejuvenation, habitat restoration, master plan determinants, neighborhood empowerment, and transportation planning. When brownfields is seen as a catalyst to neighborhood restoration and vitality, then the effective involvement of these institutions can bring to the table very practical organization skills and loci for action, significant economic resources, and the critical infusion of moral commitment to the brownfields development process. This session will gather involved leaders of religious institutions from the national, regional (or judicatory), and local/grass roots levels to compare both strategies and experiences. The goal of this marketplace is to identify lessons learned, successes, and concerns with this technology and to create a better understanding of the information and support needed to advance this promising technology in the brownfields arena. The session seeks to identify decision factors affecting these choices such as cost, timeliness, site use, existing site operations or resources, future liability, etc. The marketplace is intended to initiate discussions leading to better tools for site decision makers to compare site needs with available options. Topics will include assessment, remediation, closure of sites, demolition, construction activities, and meeting tight deadlines. The goals of the workshop are to 1) identify generally what financial institutions look for before the institution approves a loan for both capital and environmental costs from the perspective of the loan officer and developer; and 2) examine Community Reinvestment Act credit as an influential factor in making loans for brownfield redevelopment projects from the perspective of financial institutions and the Federal Financial Regulator. The city's goal is to develop a city-wide mitigation and risk management plan that will include a water management plan, public education programs, a mitigation fund, and a GIS-based "one stop shop." The program has blended active community participation, strong federal, state, and local partnering, and effective technical analysis to bolster local redevelopment projects through the reuse of underutilized federal properties. The session will be an opportunity to bring together officials from GSA and representatives from the program's 39 project location communities. The three components to the project include site characterization and assessment, risk management and community concerns, and development of a site suitability methodology. Share your insights with the team and learn how its research can be replicated for your community. CWSRFs provide low to interest-free loans to help successfully improve the water quality at brownfield sites. Blaha (Facilitator) Vice President Trust for Public Land Washington, DC 5W: Providing Site Remediation Tools to Local Government Level: 100 Date: Wednesday, December 8, 1999 Time: 10:30-12:00 noon Location: Marketplace Purpose: Local governments on a world-wide basis are currently exploring the issue of site remediation and realize that brownfields can be turned into "greenfields" or "goldfields." This marketplace session will highlight an online site remediation directory that contains over 670 of the latest and most innovative technologies available world-wide. Information, a demonstration of the directory, and a chance to search the database will be the focus of this interactive workshop.
