Colorado Coalition Makes $1.95 Million Loan to Clean Up Villa Italia Mall Site
On September 26, 2002, Continuum Partners, LLC, borrowed $1.95 million from the Colorado Coalition Brownfields Cleanup Revolving Loan Fund program, lead by the Colorado Department of Public Health and Environment. This is the second loan agreement under this program. This loan was made possible through grants awarded by EPA to the Colorado Coalition, which capitalized the loan fund with $5,750,000. The loan will assist with cleanup costs at the former Villa Italia Mall site in the center of Lakewood, CO. The 103-acre former mall will become the site of Lakewood's Belmar District, which will eventually encompass over a million square feet of retail space, 800,000 square feet of office space, 1,300 residences, and nine acres of parks and public spaces. A public/private partnership between the City of Lakewood and Continuum Partners, LLC will leverage $500 million to transition the former mall into an urban mixed-use district of 22 blocks that will serve as the symbolic and functional downtown for the community. Colorado Department of Public Health and the Environment Awards $109,000 Subgrant to Clean Up the Idalia Court Property

On August 30, 2004, the Colorado Department of Public Health and the Environment awarded $109,000 to the Colorado Brownfields Foundation (CBF) to assist with cleanup costs associated with a half-acre section of the Idalia Court property. This subgrant was made possible through three separate EPA Revolving Loan Fund (RLF) grants totaling $5 million that the Colorado Department of Public Health and the Environment has received since 1998. The six-acre Idalia Court property operated as a landfill until the late 1960s. Cleanup involved the removal of contaminated soil and solid waste. Community Builders, Inc. partnered with CBF and donated a half-acre section of the property to CBF, who developed it into Kingsborough Park, a community park with connecting trails. Upon its completion, CBF dedicated Kingsborough Park to the City of Aurora. In addition to EPA funding, CBF leveraged $50,000 from the Colorado Brownfields Cleanup Fund to assist with cleanup activities. Community Builders, Inc., CBF’s partner, also funded cleanup costs and development of a five-acre section of the Idalia Court property. Community Builders, Inc. redeveloped a five-acre section of Idalia Court into 54 affordable townhouse units enhancing local economic benefits for the community.
