Franklin Regional Council of Governments Makes $200,000 Loan to Clean Up Upper Mill Property |
In June 2001, the Franklin Regional Council of Governments in Massachusetts loaned $200,000 to the Town of Colrain to assist with cleanup costs associated with the Upper Mill property. This loan was made possible through a $1 million EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the Franklin Regional Council of Governments in 1999. The Upper Mill was more than 100 years old when it was destroyed by fire in 1987 and was previously used by Kendall Mills as part of its manufacturing, bleaching, and dyeing operations. Cleanup activities, which included addressing oil, lead, and asbestos contamination, began in July 2001 and were completed the following December. In addition to EPA RLF funding, the property was assessed using EPA Brownfields Assessment Pilot funding, and the town received $590,000 from the Massachusetts Department of Housing and Community Development for demolition and cleanup of the property. Franklin Regional Council of Governments Makes $79,520 Loan to Clean Up First National Bank Property |
On March 9, 2004, the Franklin County Community Development Corporation borrowed $79,520 from the Franklin Regional Council of Governments. This loan was made possible through a $1,000,000 EPA Brownfields Cleanup Revolving Loan Fund (RLF) grant awarded to the Franklin Regional Council of Governments on May 25, 1999. This intra-governmental loan assisted with cleanup costs associated with the First National Bank property in Greenfield, Massachusetts.
