City of Kenosha Finalizes Loan to Assist with Cleanup of American Brass Property
The City of Kenosha signed final loan documents on August 2, 2004, approving a loan for $50,000 to the city's Department of Public Works. Awarded a $1,000,000 EPA Brownfields Cleanup Revolving Loan Fund (RLF) grant in May 2002, the City of Kenosha finalized one loan that was aligned with the earlier Brownfields program. The city transitioned the grant to be eligible to follow the Brownfields legislation and this funding is from that transition. The loan will assist with the cleanup of the 29-acre American Brass property. Redevelopment will include at least 120,000 square feet of retail space, including 50,000 square feet for a grocery store, as well as 200 owner-occupied and rental residential units. Kenosha Makes a $950,000 Loan to Clean Up the American Brass/Outokumpu Copper Property
In October 2003, the City of Kenosha, Wisconsin loaned $950,000 to the Kenosha Department of Public Works to assist with cleanup of the American Brass/Outokumpu Copper property. This loan was made possible through a $1,000,000 EPA Brownfields Revolving Loan Fund (RLF) awarded to Kenosha in 2002. Cleanup of the 30-acre former brass manufacturing facility began in March 2002 with demolition of buildings on the property, followed by soil removal. Cleanup, which is ongoing, has addressed issues of VOC, metal and PAH contamination in the soil. The Kenosha Department of Public Works leveraged more than $5 million from private and state sources to clean up and redevelop the property. Redevelopment began on the western portion of the property in 2005. A Pick 'n Save grocery store with 86 employees and a PCF Bank with nine employees have been built on the site. Additional mixed-use development is underway and a school, which is slated to open in the Fall of 2008, is being built on the property. Kenosha Makes a $600,000 Loan to Clean Up the Former MacWhyte Wire Rope Factory Site
On August 4, 2005, the City of Kenosha, Wisconsin loaned $600,000 to the Kenosha Department of Public Works to assist with cleanup of the Former MacWhyte Wire Rope Factory site. This loan was made possible through a $500,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to Kenosha in 2004. Remediation of soil containing VOCs and metals began on the site in March 2006. The City of Kenosha contributed approximately $2.7 million towards cleanup costs. Cleanup was completed in May 2007 and the property is now a vacant field. The future reuse of the property has yet to be determined.
