City of Monroe Makes $642,356 Loan to Clean Up the Old Paper Mill Property

On July 7, 2003, Creative Land Designs, Inc. borrowed $642,356 from the City of Monroe, Michigan. This was the first loan under this program and was made possible through a $1,000,000 EPA Brownfields Cleanup Revolving Loan Fund (RLF) grant awarded to the City of Monroe in May 2002. The loan assisted with cleanup costs associated with the Mason Run Neighborhood Development Project at the 24-acre Old Paper Mill property. Cleanup involved the removal and reconstitution of soil containing metals that were reused in the roadways. The neighborhood redevelopment project will involve the construction of affordable housing. Creative Land Designs, Inc. leveraged $2,300,000 from the City of Monroe for infrastructure improvements that will support the redevelopment of the Old Paper Mill property. Infrastructure improvements will include the refurbishment of the water main, sanitary sewer and storm sewer, as well as earth moving, erosion control and road paving. City of Monroe Makes Two Loans Totaling Over $950,000 to Clean Up the Former Consolidated Packing Corp. Property

On July 7, 2003, the City of Monroe, Michigan, loaned $642,356 to Creative Land Design, Inc. and $312,758 to the Monroe Brownfield Redevelopment Authority to assist with the cleanup costs associated with a portion of the Former Consolidated Packing Corp. Property. These loans were made possible through a $1,000,000 EPA Brownfields Revolving Loan Fund (RLF) grant awarded to the City of Monroe in 2002. The cleanup at the property is being undertaken in phases, and the phase funded by the two loans was completed in April, 2004. Contaminated soil was excavated and reused as fill under roadways and parks on the property. In addition to EPA funding, the Monroe Redevelopment Authority has leveraged $25,175,000 in cleanup and redevelopment funding through federal, state, local and private partnerships. When fully built, the property will become a residential community with 500 single-family homes.
